The Honorable Phil English represented Northwestern Pennsylvania in the U.S. House of Representatives for seven terms, serving on the House Ways and Means Committee. He specialized in tax, healthcare, international trade and safety net policies, serving as Ranking Member on the Select Revenue Subcommittee. He also served on the Joint Economic Committee and as Chairman of the Congressional Economic Leadership Institute.
Phil currently serves as Co-Chairman of the Government Relations Practice Group at ArentFox Schiff LLP, a leading national law firm, where he advises clients in the healthcare, life sciences, international, energy, higher education, technology, transportation, housing and nonprofit sectors.
He also serves as National Coordinator of the Healthcare Group Purchasing Industry Initiative (HGPII), a nationally recognized ethics and best business practices organization charged with injecting transparency and accountability into the healthcare supply chain. HGPII has tracked innovation, compliance and sustainability trends within healthcare group purchasing organizations, and how they adapt to the medical marketplace.
During the Obama Administration, Phil served as a member of the U.S National Commission on UNESCO, advising the State Department on multilateral cultural, educational and scientific programs.
A lifelong resident of Erie's West Bayfront, Phil earned a BA (Political Science) from the University of Pennsylvania, where he recently served as a Visiting Scholar at the Penn Biden Center. Early in his career, Phil served as a top legislative staff member for the Pennsylvania Senate on the Labor and Industry, Transportation and Finance Committees. He was elected Erie City Controller, where he championed financial modernization and transparency in city government and led the divestment of city pension investments from the apartheid regime in South Africa.
English currently serves on the board of the Information Technology and Innovation Foundation (ITIF), called the premiere technology think tank in the world, where he is Co-Chairman; the Tax Foundation; and the recently launched Tax Foundation Europe. He previously served on the board of CFED, a leading antipoverty organization, and the Northeast-Midwest Institute. He also currently serves on the boards of the Erie Regional Chamber and Growth Partnership, Mercyhurst University, PaCIVICS, and the Institute for Representative Government, an NGO dedicated to supporting interparliamentary exchanges with emerging democracies.
